1. Combine the water and garlic in a small saucepan. Bring to a boil over medium-high heat and cover. Reduce the heat to medium and simmer until the garlic is tender, about 7 minutes. Drain.
2. Mash the garlic with the salt in a large salad bowl. Whisk in the vinegar and mustard. Add the olive oil in a thin stream, whisking continually. Add the lettuce and toss gently to coat.
3. Top the salad with the turkey and croutons. Sprinkle with Parmesan and black pepper and serve immediately.
